Job Duties:


1. Develops, implements, and monitors the annual county budget.
2. Meets annual county budgeted revenue expectations.
3. Ensures that grants for county-based programs are rewritten and submitted on a timely basis.
4. Seeks new grants and other funding opportunities to increase revenue.
5. Meets with the Leadership Team on regular basis to discuss county performance relative to budget.
6. Approves all requests for services and supplies from the business unit staff before submission to the MSO. Monitors utilization of supplies and services for cost-effectiveness and minimization of waste.
7. Ensures that prior authorizations have been received prior to billing for services that require PA.
8. Monitors facilities and vehicles to ensure safety and cleanliness. Submits work orders for areas needing attention in a timely manner. Inspects vehicles on a rotating basis to ensure vehicles are maintained and safe for travel. Monitors each vehicle no less than quarterly.
9. Ensure safety drills/checks are conducted in compliance with DMH standards. Implements and verifies a program of quarterly disaster drills for outpatient services (rotating nature of disaster) and keeps appropriate documentation.
10. Ensures unusual situations/incidents are reported in a timely manner.


11. Coordinates the mental health, substance use, and intellectual and developmental disability treatment services for the county population. (Wavier services excluded)
12. Schedules staffing on a regular basis, assigns appropriate caseloads to clinicians, and provides clinical direction and consultation on cases presented.
13. Monitors clinical outcomes to ensure quality improvement. Visits/monitors programs monthly to provide staff support and input for program enhancement.
14. Monitors clinical records on a regular basis to ensure factual, accurate, complete, and timely documentation. Implements corrective action immediately when deficiencies are identified.
15. Conducts monthly quality assurance calls to individuals served to solicit feedback on services provided and validate services documented.
16. Facilitates non-traditional and after-hours programming to meet the needs of the population.
17. Maintains client confidentiality at all times.
18. Ensures client needs are being met and responded to in an appropriate and timely manner. Including crises as they occur.

Personnel/Staff Development:

19. Assesses and recommends clinical and administrative personnel needs for the county and budgets appropriately.
20. Addresses job performance issues in a timely manner when identified and develops corrective action plan as appropriate. Consults with HR as needed.
21. Coordinates hiring activities with the HR Department. Recommends candidates for hire or termination to the Chief Personal Officer for review and decision by the Executive Director.
22. Meets with new employees monthly during their initial six months of employment to document progress, identify training needs, and identify problem areas in need of improvement.
23. Fosters opportunities for professional growth for county staff. Recommends specific training needs of staff to the Chief Personnel Officer.
24. Implements, monitors, and follows CCS policies and procedures. Participates in the development and appropriate revision of policies and procedures.
25. Provides support to other County Administrators in areas of clinical and/or administrative expertise.
26. Demonstrates appropriate interactions with coworkers that promote a pleasant work environment.

Public Relations/Marketing:

27. Acts as a liaison between the county and CCS. Meets quarterly with the County Board of Supervisors to present CCS activities and funding needs.
28. Determines appropriate advertising and marketing activities to support county programs, subject to the approval by the CFO.
29. Interacts regularly with community agencies, providers, and businesses to foster an awareness of CCS services. Provides speakers and programs when appropriate.
30. Establish marketing/outreach schedule to promote CCS services, MH awareness and establishes oneself as point of contact for CCS services in his/her county.

Service Delivery:

32. Spends no less than _____ % of time in direct client service, with a minimum of $_________ collected annually (if applicable).
33. Provides assessments, individual, group, and family therapy in compliance with DMH standards.
34. Completes and submits service logs per agency policy. Documents appropriate activities in case note format that justify the need for treatment. Maintains case record documentation that is adequate, appropriate, complete, and timely.

Requires clinical licensure or ability to obtain DMH certification within 30 days of hire and maintained throughout duration of employment.
Requires excellent management, organizational, and interpersonal skills.
Requires satisfactory completion of CPR prior to reporting to the work site.
Requires satisfactory completion of CPI within 30 days of employment.
Requires valid driver’s license and auto liability insurance.
Requires ability to transport clients in private vehicle when necessary.
Requires completion of annual training in compliance with DMH standards.
Requires working knowledge of the DSM.
Requires three years previous mental health experience (5 years preferred).
Requires a minimum of 1 year supervision/management experience (3 years preferred).


Previous experience as a therapist in a mental health setting strongly preferred.
Previous experience working with SMI/SED/SA/IDD populations in a treatment setting strongly preferred.
Clinical licensure preferred.
Masters degree in behavioral science or related field. Independent clinical licensure preferred or eligible for certification through the Mississippi Department of Mental Health.
